Hawaii State Public Library System is requested to convene a task force to develop standards for converting government publications to all-electronic format, replacing the current requirement of two printed copies and one digital copy.

Task force must identify methods for securing digital documents against tampering, establishing accessibility standards for individuals with print disabilities, creating searchable metadata standards, and determining optimal digital file formats for future accessibility.

Task force membership includes the State Librarian (chair), State Archivist, Director of the Legislative Research Bureau, University Librarian of the University of Hawaii Manoa, and Director of the Disability and Communication Access Board, with ability to invite additional organizations.

Hawaii State Public Library System is requested to provide administrative support for the task force.

Task force must submit a report with recommendations and any proposed legislation to the Legislature no later than twenty days before the convening of the 2021 Regular Session.
