Request that the Hawaii Community Development Authority update the transit-oriented development overlay plan for the Kakaako Community Development District to complement adjacent City and County of Honolulu transit-oriented development plans.

Require the Hawaii Community Development Authority to submit the updated transit-oriented development overlay plan, including any proposed amendments to Hawaii Administrative Rules, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022.

Acknowledge that much of the land in the Kakaako Community Development District is located within one mile of a rail station and would benefit from transit-oriented development planning to direct growth, expand allowable uses, and encourage housing development.

Note that the City and County of Honolulu's rail transit system is under construction with an anticipated completion date of December 2025.

Direct transmission of certified copies of the resolution to the Governor, Lieutenant Governor, Executive Director of the Hawaii Community Development Authority, and all members of the Hawaii Community Development Authority.
