Request joint study by Department of Transportation and Kauai Department of Public Works to identify methods to alleviate traffic congestion at Kaumualii Highway intersections with Opu Road and Maluhia Road.

Study must include timeline and estimated costs for implementing recommended solutions.

Departments requested to submit joint report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convenes.

Kaumualii Highway is a 33-mile roadway in Kauai County serving communities including Lihue, Koloa, Kalaheo, and Waimea, near 17 of the county's 52 largest employers.

Background data shows Kauai County population increased 7.5 percent between 2010-2018, vehicle registrations increased 15 percent, and traffic volume increased approximately 10-13 percent in certain areas between 2012-2018.
