Requests the State Auditor to conduct a performance audit of the Department of Land and Natural Resources' Division of Boating and Ocean Recreation, which manages state small boat harbors, mooring facilities, and ocean recreation programs.

Directs the audit to examine whether the Division uses government resources in compliance with statutes, rules, and policies, and whether its activities achieve objectives effectively, efficiently, economically, ethically, and equitably.

Cites community concerns about the Division including poor communication with the boating community, inconsistent enforcement of administrative rules, widespread management complaints across the state, and employee misconduct and ethics violations.

References a previous 2001 audit (Report No. 01-09) that found mismanagement of state boating facilities was a recurring problem and recommended the Division develop strategic plans.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2022 Regular Session convenes.
