Urges the Department of Public Safety, Department of Hawaiian Home Lands, and University of Hawaii Community Colleges to collaborate on constructing homes on Hawaiian homelands using inmate labor.

Directs the Department of Public Safety to provide training for inmates and allocate resources to pay inmates for their labor services in the construction program.

Directs the Department of Hawaiian Home Lands to provide necessary funds and financing to construct homes statewide on Hawaiian homelands using inmate labor.

Directs the University of Hawaii Community Colleges to create a training program that facilitates construction of homes using prisoner labor, leveraging the system's existing construction training programs.

Requires certified copies of the resolution to be transmitted to the Governor, Chairperson of the Hawaiian Homes Commission, Director of Public Safety, and President of the University of Hawaii System.
