Urges the Commission on Water Resource Management to not combine the Waimea and Ānaeho'omalu aquifer system areas into a single Waimea-Ānaeho'omalu aquifer system/sector area.

Requests that aquifer system area boundaries remain intact until substantial scientific data and analyses are completed and reassessed with the U.S. Geological Survey.

Cites deficiencies in the December 17, 2019 draft staff submittal, including incomplete data, missing maps, and lack of scientific evidence to support the proposed combination.

States that the draft submittal acknowledges unclear physical aquifer boundaries, limited and non-definitive data, and the need for more isotopic sample analyses to confirm groundwater mixing between Mauna Kea and Mauna Loa.

Requires maintenance of existing boundaries until a complete draft staff submittal is updated and resubmitted for public hearing and review, and until a sustainable and comprehensive water resources plan is developed for the areas.
