Request that the City and County of Honolulu, Honolulu Police Department, Honolulu Department of Transportation Services, and state Department of Transportation work with the Honolulu City Council to prohibit electric scooters, electric bicycles, and electric trikes on sidewalks through county-level ordinances.

Identify safety concerns with these devices on sidewalks, noting they can weigh over 40 pounds, reach speeds of 18 miles per hour (nearly six times faster than average walking speed), and pose serious injury or death risks to pedestrians.

Reference Act 180 (2003), which currently allows electric personal assistive mobility devices on sidewalks at speeds up to 8 miles per hour unless otherwise regulated by county ordinance.

Request that the Honolulu Department of Transportation Services submit a report with findings, recommendations, and any proposed legislation for regulating these devices to the Legislature no later than 20 days before the 2021 Regular Session convenes.

Direct transmission of certified copies of the resolution to the Director of Transportation, Mayor of Honolulu, Chairperson of the Honolulu City Council, Chief of the Honolulu Police Department, and Director of Transportation Services.
