Requests the Department of Education submit a report to the Legislature on implementation of amended Chapter 19 and new Chapter 89 of Title 8, Hawaii Administrative Rules addressing student-on-student and student-employee harassment.

Report must include information on training for students, teachers, and staff, plus memorandums and standard practice documents issued to Department of Education employees.

Report must include data from school years 2018-2019 and 2019-2020 on bullying and cyberbullying incidents broken down by protected class status (race, sex, gender, disability), school, complex area, and county.

Report must include data on disciplinary measures and sanctions imposed for bullying and cyberbullying incidents, as well as Civil Rights Compliance Branch investigation data including number, type, reporting dates, and dispositions.

Department of Education must submit the report no later than twenty days prior to the convening of the Regular Session of 2021.
