Urges United States Congress to amend 10 U.S.C. § 1414 to permit all retired American veterans with service-connected disabilities to receive concurrent retirement and disability payments regardless of disability rating or years of service.

Current law (as amended by National Defense Authorization Act of Fiscal Year 2004) only permits concurrent payments for retired, disabled veterans with 20+ years of service and a Department of Veterans Affairs disability rating of 50% or above.

Retirement payments for veterans ineligible for concurrent payments continue to be offset by disability compensation received.

Congressional Budget Office estimated extending concurrent payments to veterans with disability ratings below 50% would cost approximately $30,000,000,000 over ten years, and extending to veterans with less than 20 years of service would cost approximately $5,800,000,000 over ten years.

Directs transmission of certified copies to the Majority Leader of the U.S. Senate, Speaker of the U.S. House of Representatives, and Hawaii's Congressional Delegation.
