Urges the Hawaii Department of Transportation to develop and implement an expanded statewide public awareness campaign about Hawaii's "move over law" (section 291C-27, Hawaii Revised Statutes) in conjunction with all county police departments.

Requires drivers to slow down to a reasonable speed and change lanes when approaching a stopped emergency vehicle, as established by the law enacted in 2012 following two officer deaths.

Notes that between 1997 and 2019, more than 150 law enforcement officers were struck and killed by vehicles nationally, and a recent tow truck driver death on the H-2 freeway demonstrates continued noncompliance.

Directs certified copies of the resolution be transmitted to the Director of Transportation and chief of police of each county police department in Hawaii.
