Requests state legislators to establish uniform procedures for managing protocol gifts received from foreign officials, federal officers, or other state officials on behalf of Hawaii or either chamber of the legislature.

Requires each legislator receiving a protocol gift to maintain a written record containing the gift description, date received, and identity of the donor or organization providing the gift.

Designates all recorded protocol gifts as property of the State rather than the individual legislator who received them.

Permits protocol gifts and records to be transferred upon a legislator's departure to a successor legislator, the State Archives, or the State Foundation on Culture and the Arts.

Directs certified copies to be sent to the Governor, legislative leadership, State Comptroller, and Director of the State Foundation on Culture and the Arts.
