Requests the City and County of Honolulu Department of Environmental Services to waive sewer service charges for residents in zip code 96706 area due to proximity to the Honouliuli Wastewater Treatment Plant in Ewa Beach.

Cites a 2016 Journal of Environmental and Public Health study finding that people living near municipal wastewater treatment plants experience increased risk of headaches, tiredness, concentration difficulties, respiratory and skin diseases, gastrointestinal symptoms, and behavioral issues.

Notes that the Honouliuli facility is one of nine wastewater treatment plants operated by the City and County of Honolulu, processing approximately 110 million gallons of wastewater daily from Oahu residents and businesses.

Requires certified copies of the resolution to be transmitted to the Governor, Director of Health, Mayor of Honolulu, members of the Honolulu City Council, and the Director of Environmental Services.
