Request the Department of Education to expand access to the We The People civic education program for public school students statewide.

Require the Department of Education to submit a report to the Legislature on implementation of the C3 Framework for social studies in public schools no later than twenty days before the 2021 Regular Session convening.

Recognize Hawaii's voter turnout of 52.6 percent in the 2018 general election as the lowest in the nation and cite civic education as a strategy to increase voter participation.

Note that the Board of Education adopted the C3 Framework in 2015 to implement inquiry-based learning and apply knowledge to real-world problems and issues.

Transmit certified copies of the resolution to the Chairperson of the Board of Education and Superintendent of the Department of Education.
