Request that the Attorney General convene a task force to study the progression of hate crime investigations and prosecutions from initial police report to case closure.

Task force membership shall include representatives from the Department of the Attorney General, each county police department, each county prosecuting attorney office, and four representatives from agencies with investigative, detention, custodial, adjudicative, or program responsibility for adult or juvenile offenses.

Task force shall make recommendations on improvements to hate crime prosecution and comprehensive reporting, with findings to be submitted to the Legislature no later than 40 days before the 2021 Regular Session convenes.

Address the discrepancy between hate crimes initially reported by county police and the small number appearing in the Attorney General's annual report, which currently only includes convicted cases.

Certified copies of the resolution shall be transmitted to the Governor, Attorney General, county prosecuting attorneys, and county police chiefs.
