Requests the Governor to analyze the feasibility of negotiating land exchanges between state lands suitable for housing development and privately-owned lands suitable for long-term diversified agricultural production.

Governor is encouraged to consider departments and agencies holding title to or assignment of state lands that may be suitable for exchange.

Analysis should focus on exchanges that simultaneously provide large tracts of agricultural lands for lease to local farmers and urban lands for affordable housing, workforce housing, and mixed-use development in transit-oriented areas.

Governor must submit a report to the Legislature no later than twenty days before the 2022 Regular Session convening, including feasibility discussion, list of potentially suitable parcels with descriptions and market values, and recommendations for appropriations or legislation needed.

Certified copies to be transmitted to the Governor, Lieutenant Governor, Chairperson of the Board of Land and Natural Resources, Chairperson of the Board of Agriculture, and Director of the Office of Planning.
