Requests the Legislative Reference Bureau to study the feasibility of awarding undivided lease interests in Hawaiian home land tracts to native Hawaiian beneficiaries on the waitlist who have not yet received homestead leases.

Identifies that approximately 12,750 beneficiary households currently have leases on Hawaiian homestead lands while approximately 23,800 beneficiary households are on the waitlist awaiting lease awards.

Requires the Hawaiian Homes Commission and Department of Hawaiian Home Lands to provide requested information and assistance to support the study.

Directs the Legislative Reference Bureau to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the convening of the 2021 Regular Session.

Requires certified copies of the resolution to be transmitted to the Director of the Legislative Reference Bureau, Chairperson of the Hawaiian Homes Commission, and Administrative Services Officer of the Department of Hawaiian Home Lands.
