Urges the Federal Aviation Administration to more aggressively enforce existing laws against commercial helicopter tour operators in Hawaii.

Requests the FAA increase minimum flight altitudes for tour helicopters to 2,500 feet above residences and 5,000 feet above national park land (current minimum is 1,500 feet).

Calls for the FAA to mandate offshore tour aircraft routes when appropriate and require helicopters to avoid residential areas whenever possible.

Requests creation of air tour management plans for national parks in Hawaii pursuant to the National Parks Air Tour Management Act of 2000.

Directs copies of the resolution to be sent to the FAA Administrator, Hawaii Department of Transportation Director, and members of Hawaii's congressional delegation.
