• Office of Planning is requested to work with the Hawaii Climate Change and Adaptation Commission and Department of Transportation to create a comprehensive plan addressing sea level rise impacts on transportation infrastructure.

• Plan must address infrastructure already impacted by sea level rise including highways, airports, and harbors, and identify other vulnerable associated public infrastructure.

• Comprehensive management plan must include potential highway realignments, options for Daniel K. Inouye Airport to strengthen against sea level rise (including possibility of purchasing Wheeler Field), building another major harbor on a different island, and potential liability costs.

• Report with findings, recommendations, and any proposed legislation must be submitted to the Legislature no later than twenty days prior to the Regular Session of 2022.

• Background notes that 2017 Hawaii Sea Level Rise Vulnerability and Adaptation Report identified potential 3.2-foot sea level rise by 2060 could flood over 25,800 acres and compromise 6,500 structures, with over 38 miles of major roads chronically flooded.
