Requests the Hawaii Climate Change Mitigation and Adaptation Commission to establish an electric vehicles task force to study the feasibility of transitioning all vehicles to zero-emission by 2050.

Task force composition includes co-chairpersons from the Climate Change Commission, directors from city and state environmental/energy offices, legislative leaders, Hawaiian Electric Company chairman, and Hawaii Auto Dealers Association president.

Initial task force meeting required no later than July 1, 2020.

Task force directed to conduct comparative cost analysis for Hawaii families switching to zero-emission vehicles, analyze current and future zero-emission vehicle supply, and determine feasibility and costs of complete transition by 2050.

Task force must submit findings and recommendations to the Legislature no later than 40 days before the 2021 Regular Session convenes and will be dissolved on June 30, 2021.
