Urges the Federal Aviation Administration to implement a noise pollution impact fee equal to 10 percent of ticket revenues for all commercial aircraft flying over Ewa Beach on Oahu.

Requests that revenue generated from the fee be granted to Hawaii for noise pollution mitigation efforts and improvements to roads, infrastructure, and schools in Ewa Beach.

Cites health risks from aircraft noise including sleep disturbances, cognitive impairments, hypertension, hearing loss, and increased cardiovascular disease risk, with particular vulnerability for children.

Notes that a majority of inbound flights to Daniel K. Inouye International Airport follow a flight path directly over Ewa Beach, subjecting residents to disproportionate noise pollution and lower property values.

Directs certified copies of the resolution to be transmitted to the FAA Administrator, Hawaii Governor, and the Honolulu City Council member for District 1.
