Urges all county liquor commissions to adopt rules prohibiting the sale, serving, and consumption of liquor on licensed premises between 12:00 midnight and 6:00 a.m.

Cites increased traffic fatalities during late night hours (12:00 midnight to 6:00 a.m.) caused by drivers operating vehicles under the influence of liquor.

Notes that county liquor commissions have statutory authority under Hawaii Revised Statutes Section 281-17(a)(8) to set business hours for liquor licensees.

Acknowledges that cabarets and "bring your own beverage" establishments may remain open under existing state law, but commissions can still prohibit liquor sales and consumption during the specified hours while allowing other operations.

Directs that certified copies of the resolution be transmitted to the chairs of each county's liquor commission and urges vigorous enforcement of any adopted rules.
