Urges the Department of Transportation and City and County of Honolulu to replace existing crosswalks with raised crosswalks along North Road between Fort Weaver Road and Our Lady of Perpetual Help Church in Ewa Beach.

Cites that speeding is involved in nearly one-third of all motor vehicle fatalities nationally and nearly fifty percent of all traffic fatalities in Hawaii.

Notes that raised crosswalks are an effective method of slowing traffic and reducing speeding on roadways.

Requires certified copies of the resolution to be transmitted to the Director of Transportation, Mayor of Honolulu, Director of Transportation Services, and Chair of the Honolulu City Council.
