Requests the Developmental Disabilities Division of the Department of Health to revise eligibility criteria for the Home and Community-Based Services Medicaid waiver (Medicaid I/DD Waiver).

Current administrative rules exclude individuals whose impairments result from dementia, mental illness, emotional disorders, substance abuse, sensory impairment, learning disabilities, ADHD, spinal cord injuries, or neuromuscular disorders.

Directs the Department of Health to change criteria to allow eligibility for individuals with eligible conditions (cerebral palsy, epilepsy, autism spectrum disorder, or neurological/chromosomal disorders affecting intellectual functioning and adaptive behavior) even if they also have excluded conditions.

Requires the Director of Health to submit a status report on new eligibility criteria development, including any proposed legislation, to the Legislature no later than twenty days prior to the 2021 Regular Session.

Directs certified copies be transmitted to the Director of Health, Administrator of the Developmental Disabilities Division, Director of Human Services, and Administrator of the Med-QUEST Division.
