Urges the Governor to create a color-coded advisory system based on the Department of Homeland Security model to communicate COVID-19 threat levels to the public and state agencies.

Requests the Governor, Department of Health, and HIEMA coordinate to establish a unified system with four risk levels: Blue (Limited), Yellow (Moderate), Orange (Substantial), and Red (Severe).

Blue level applies to sporadic infections with recommended actions including health protocols and travel warnings; Yellow level covers multiple infections with contained spread; Orange level indicates sustained transmission with public health emergency declaration; Red level addresses widespread community transmission with movement restrictions and facility closures.

Each risk level includes clear government instructions, criteria for changing levels (such as case numbers), and recommended public actions.

Directs certified copies be transmitted to the Governor, Executive Branch Directors, Chief Justice, and all county Mayors.
