• Direct all executive branch departments to actively participate in the Department of Human Resources Development's "pathway programs" to streamline recruitment processes and fill vacant civil service positions.

• Require state departments to partner with DHRD on pathway programs that modify minimum qualifications for civil service positions to recruit college interns, para-professionals, trade apprentices, and fellows, then train them to meet journey-level standards.

• Authorize pathway programs to test a framework for transforming human resources services from transactional to strategic support for executive branch departments.

• Request DHRD submit a report to the Legislature no later than twenty days before the 2020 Regular Session convening with findings, recommendations, and proposals for staffing and funding needed to implement these transformational programs.
