Hawaii State Energy Office, Department of Agriculture, and Department of Land and Natural Resources are requested to develop a written plan for utilizing state land for renewable energy projects to support Hawaii's 100% renewable energy goal by 2045.

The plan must include an estimate of available land, potential renewable energy capabilities by resource and wattage, and any required land entitlements.

The plan should recommend policies to efficiently achieve renewable energy goals while considering potential impacts to neighboring communities.

The three departments must submit the written plan to the Legislature no later than 20 days prior to the 2021 Regular Session.

Certified copies are to be transmitted to the Chairperson of the Board of Agriculture, Chairperson of the Board of Land and Natural Resources, and Chief Energy Officer.
