Cites significant rise in illegal activities on and around Saipan Drive, including murder, auto theft, personal property theft, and illegal dumping, as noted by the Hawaii Agribusiness Development Corporation and City and County of Honolulu.

Directs certified copies of the resolution to be transmitted to the Secretary of the Navy, Commander of the United States Pacific Fleet, Chairperson of the Board of Agriculture, and the Honolulu City Council member for District 2.
