SR 168 Summary

• Requests commercial refuse collection companies in urban Honolulu (Honolulu Disposal Service, West Oahu Aggregate, and Aloha Waste of Honolulu) to form a task force addressing noise pollution from early morning trash collection in Waikiki and Kakaako-Ala Moana neighborhoods.

• Task force membership includes representatives from the three refuse companies, Department of Health's Noise Section, City and County of Honolulu's Department of Environmental Services Refuse Division, one state senator, one state representative, and chairpersons of the Waikiki and Kakaako-Ala Moana Neighborhood Boards.

• Task force may invite additional experts or organizations to participate and may propose technological and procedural solutions to reduce collection noise.

• Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2021 convenes.

• Certified copies of the resolution shall be transmitted to all relevant parties including the refuse collection company managers, state and local government officials, and neighborhood board chairs.
