Requests the Office of the Clerk of each county to designate and establish additional voter service centers (VSCs) for the 2020 elections based on county-specific voter needs.

Identifies the initial plan of only eight VSCs statewide (one in Kauai, three in Maui, two in Hawaii County, and two in Honolulu) as insufficient for the first vote-by-mail election system.

Directs consideration of using state libraries and other state or county locations to house additional VSCs.

Recommends staffing VSCs with trained volunteers from non-partisan civic organizations.
