Encourages the Department of Education to require each public school to conduct an electrical assessment of its facilities to understand current usage and essential needs.

Requests the Department of Education submit a report of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session convening.

Identifies Hawaii's highest-in-the-nation electricity rates as a substantial burden on schools' operations and energy budgets.

Establishes electrical assessments as a baseline to determine success of converting public schools to renewable energy sources and achieving the State's 100% renewable energy portfolio standard by 2045.

Directs certified copies of the resolution be transmitted to the Superintendent of Education and Chairperson of the Board of Education.
