Urges the Department of Parks and Recreation of the City and County of Honolulu to enter into a public-private partnership with a nonprofit organization to design, finance, construct, and operate a racetrack facility.

Requests the Department of Public Safety and Department of Business, Economic Development, and Tourism to facilitate and approve development of a motor vehicle racetrack or raceway park.
