Requests the Department of Transportation conduct a strategic statewide study evaluating the effects of sea level rise on statewide harbor operations and pier heights.

Study must consider potential structural and economic damage to harbor operations, costs to prevent or mitigate damage, financing options, and other issues relevant to preserving harbor facilities.

Department must report findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2021.

Study is based on the Hawaii Climate Change Mitigation and Adaptation Commission's December 2017 report, which identified areas susceptible to 3.2 feet of sea level rise and noted that detailed economic loss analysis of Hawaii's critical infrastructure, including harbors, is needed.
