S.R. No. 196 Summary

• Requests the Department of Health to establish a Medicinal Psilocybin Working Group to examine the medicinal and therapeutic effects of psilocybin and develop a long-term strategic plan for safe, accessible, and affordable psilocybin products for adults 21 years and older

• Working group shall examine federal, state, and local laws regarding medicinal psilocybin use; available medical and scientific studies on psilocybin's safety and efficacy in treating mental health conditions; and requirements for medical professionals to prescribe psilocybin

• Membership includes the Director of Health (chair), Attorney General, Dean of the John A. Burns School of Medicine, legislative committee chairs, physicians, psychiatrists, and representatives from various organizations including the Drug Policy Forum of Hawaii and Hawaii Psychological Association

• Requires preliminary report to Legislature no later than 20 days before 2021 Regular Session and final report with proposed legislation no later than 20 days before 2022 Regular Session

• Working group dissolves July 1, 2022
