Declares a state of climate emergency in Hawaii, recognizing the climate crisis as a serious and urgent threat to the state's well-being, inhabitants, and environment.

References the 2018 UN Intergovernmental Panel on Climate Change report calling for significant greenhouse gas emission reductions before 2030 to limit global warming to 1.5 degrees Celsius.

Acknowledges that Hawaii is already experiencing climate change impacts including increases in wildfires, rising air and ocean temperatures, coastal erosion from sea level rise, and extreme rain events.

Urges the Hawaii Climate Change Mitigation and Adaptation Commission to make recommendations for addressing key climate issues while continuing to advance climate adaptation efforts for unavoidable impacts.

Directs certified copies of the resolution be transmitted to the Governor, county mayors, and members of the Hawaii Climate Mitigation and Adaptation Commission.
