Requests the Department of Transportation and Kauai Department of Public Works to jointly conduct a study on traffic congestion at two intersections: Kaumualii Highway and Opu Road, and Kaumualii Highway and Maluhia Road.

Study must identify and recommend methods to alleviate traffic congestion, including a timeline and estimated costs for implementation.

Kaumualii Highway is a 33-mile roadway in Kauai County passing through Lihue, Omao, Koloa, Kalaheo, and Waimea, with 17 of the county's 52 largest employers located in nearby communities.

Vehicle registrations in Kauai County increased 15 percent between 2010 and 2018, with 24-hour traffic volume increasing approximately 10 percent in Waimea and 13 percent in Omao during the same period.

Departments must submit a joint report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2021 Regular Session convenes.
