Notes that only 3 percent of automotive technicians currently have the skillset to work on electric vehicles, creating a workforce shortage

Cites that transportation accounts for over two-thirds of oil imported into Hawaii, with drivers spending nearly $2 billion annually on gasoline and diesel fuel

Requires transmission of certified copies of the resolution to the President of the University of Hawaii System, Chairperson of the Board of Education, and Superintendent of Education
