Requests the Department of Transportation and all Hawaii counties to conduct a traffic study examining pedestrian crossing countdown timers in neighborhoods with higher-than-average populations of elderly or persons with disabilities.

Identifies that current countdown timer designs provide insufficient crossing time for elderly pedestrians and those with disabilities, potentially leaving them stranded in intersections when traffic signals change.

Requires the Department of Transportation and counties to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2021 Regular Session.

Directs that certified copies of the resolution be transmitted to the Director of Transportation and the Mayors of Honolulu, Maui, Kauai, and Hawaii counties.
