Requests the City and County of Honolulu, Honolulu Police Department, Honolulu Department of Transportation Services, and state Department of Transportation to work with the Honolulu City Council to prohibit electric scooters, electric bicycles, and electric trikes on sidewalks through county ordinances.

Cites safety concerns that these devices can weigh over 40 pounds, reach speeds of 18 miles per hour (nearly six times faster than average walking speed), and pose serious injury or death risks to pedestrians and operators.

Notes that Act 180 (2003) allows electric personal assistive mobility devices to operate on sidewalks at speeds up to 8 miles per hour unless prohibited by county ordinance, but many devices exceed this definition and speed limit.

Requests the Honolulu Department of Transportation Services to submit a report with findings, recommendations, and any proposed legislation for regulation of these devices to the Legislature at least 20 days before the 2021 Regular Session convenes.

Directs transmission of certified copies to the State Director of Transportation, Honolulu Mayor, Honolulu City Council Chairperson, Honolulu Police Chief, and Director of Transportation Services.
