Department of Transportation is urged to study traffic patterns within a one-half mile radius of the intersection of Hawaii Belt Road and Lotus Blossom Lane on the island of Hawaii and assess pedestrian crossing dangers in that area.

Department of Transportation must provide a plan to create a safe way for pedestrians to cross Hawaii Belt Road in the designated area.

Department of Transportation must submit a report of findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2021.

Currently, no crosswalk exists at the intersection of Hawaii Belt Road and Lotus Blossom Lane despite regular bidirectional vehicular traffic and routine pedestrian crossing activity.

Certified copies of the resolution must be transmitted to the Director of Department of Transportation and the Mayor of the County of Hawaii.
