Urges the Hawaii Department of Transportation to develop and implement an expanded statewide public awareness campaign regarding Hawaii's "move over law" codified in section 291C-27, Hawaii Revised Statutes.

Requires the campaign to be developed in conjunction with the Hawaii County Police Department, Honolulu Police Department, Kauai County Police Department, and Maui County Police Department.

The "move over law" requires drivers to slow down to a reasonable speed and change lanes if necessary when approaching a stopped emergency vehicle.

Notes that between 1997 and 2019, more than 150 law enforcement officers were struck and killed by vehicles nationally, and Hawaii enacted its move over law in 2012 following two officer deaths.

Requires certified copies of the resolution be transmitted to the Director of Transportation and chief of police of each county police department in Hawaii.
