Cites 2018 data showing 9,888,845 visitor arrivals (5.2% increase over 2017) and $17.64 billion in visitor spending, with average per-person spending of $198, which the resolution characterizes as unsustainable.

Identifies environmental degradation, overcrowding, and dangerous conditions as consequences of increasing visitor numbers that can only be addressed through reducing visitor counts.

Requires the Hawaii Tourism Authority to include specific objectives, goals, and strategies in any five-year plan and to develop tourism marketing plans aimed at reducing visitor counts and increasing per visitor spending.
