Urges the Department of Accounting and General Services to purchase and install emergency evacuation chairs in every state building with two or more floors.

Requires minimum installation of one emergency evacuation chair at or near each stairwell on every floor except the exit discharge floor, with compliance to state fire code.

Requires emergency evacuation chairs to be capable of ascending and descending stairs and procured in accordance with Hawaii Revised Statutes chapter 103D.

Directs the Department of Accounting and General Services to maintain a list of all installed chairs and conduct yearly inspections for safe placement and function.

Urges the Disability Communication and Access Board to conduct annual training for state building personnel on emergency evacuation chair use and produce informational materials for building occupants.
