Cites a 2016 Journal of Environmental and Public Health study showing residents near municipal wastewater treatment plants experience increased symptoms including headaches, tiredness, concentration difficulties, respiratory and skin diseases, gastrointestinal issues, and mood problems.

Acknowledges that the City and County of Honolulu operates nine wastewater treatment plants across Oahu that process approximately 110 million gallons of wastewater daily through screening, settling, and treatment processes.

Requires certified copies of the resolution be transmitted to the Governor, Director of Health, Mayor of Honolulu, all Honolulu City Council members, and the Director of Environmental Services.
