Requests the Legislative Reference Bureau to conduct a study of the military's economic impact on Hawaii, including effects on public education funding, housing supply and costs, land use and environmental considerations, and consumer spending.

Study should evaluate whether federal impact aid reimbursements to the Department of Education adequately cover expenditures for federally connected students, with approximately 14,000 military dependents representing 8% of total state student enrollment.

Study must assess housing availability and costs near military installations, given that military personnel stationed in Hawaii require additional housing near military installments.

Study should calculate the cost to the State of monitoring, inspecting, and restoring lands leased by the military to preserve trust lands, consistent with the 2019 Hawaii Supreme Court ruling in Clarence Ching v. Suzanne Case.

Legislative Reference Bureau must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the Regular Session of 2021.
