• Seeks to better align district boundaries and establish Hawaiian immersion programs in additional districts to meet demand and comply with the August 2019 Hawaii Supreme Court ruling requiring "reasonable access" to Hawaiian language immersion programs.

• References HRS Chapter 302A-1143 requiring children to attend school in their service area unless enrolled in Hawaiian language medium education, charter school, or granted geographic exceptions.
