Requests all public utilities holding a certificate of public convenience and necessity from the Public Utilities Commission to provide a 50 percent rate discount to retired senior citizens aged 60 years and older in Hawaii.

Applies to public utilities providing electricity, water, gas, telephone, telecommunications, and taxicab services.

Directs the Public Utilities Commission to submit a report to the Legislature no later than 20 days before the 2021 Regular Session with findings, recommendations, and any proposed legislation needed to implement the 50 percent rate discounts.

Requires the Director of Commerce and Consumer Affairs and the Public Utilities Commission Chairperson to distribute copies of this resolution to all certified public utilities in Hawaii.
