Urges the United States Marine Corps to refrain from commencing live gunfire activities at Puuloa Rifle Range before 10:00 a.m. daily to limit noise exposure to neighboring Ewa Beach residents.

Requests the Marine Corps work with non-government entities using the rifle range, such as the Puuloa Rifle and Pistol Club, to ensure their activities also do not commence before 10:00 a.m.

Documents resident concerns from Ewa Neighborhood Board meetings (May-September 2019) including gunfire starting as early as 6:00 a.m., public address announcements before 7:00 a.m., and lack of quiet hours compared to other military rifle ranges on Oahu.

Acknowledges the importance of Puuloa Rifle Range for Marine Corps long-range rifle training while seeking to balance military preparedness with maintaining quality of life for nearby community members.

Directs certified copies be sent to the Commanding Officer of Marine Corps Base Hawaii, Department of Health Noise Section Supervisor, Puuloa Rifle and Pistol Club President, and A Quieter Oahu spokesperson.
