Urges the University of Hawaii to convene an early childhood education articulation working group to develop a single articulation pathway for early childhood education students.

Requires the UH President to appoint at least one representative from each UH campus offering early childhood education programs to the working group.

The articulation pathway must incorporate general education requirements, match competencies between associate and baccalaureate degrees, and allow associate degree graduates to apply all credits toward a related bachelor's degree as junior-status students.

The pathway must be developed in consultation with employers regarding competencies and learning outcomes, and be implemented no later than the 2021-2022 academic year.

The working group must submit findings and recommendations to the Legislature no later than twenty days before the 2021 regular session convenes, and UH must publicize the pathway on all relevant academic unit websites.
