Urges the Governor to enter into negotiations with the United States Department of Energy to establish a national laboratory in Hawaii.

Requests the Governor to provide annual updates to the Legislature no later than twenty days before the convening of the 2021 Regular Session on the status of negotiations and terms of any proposed agreement.

Notes that seventeen national laboratories operated by the Department of Energy conduct research on clean energy, climate change, sustainable manufacturing, and infectious diseases.

Highlights that national laboratories provide unique access to world-class resources and facilities, attract top scientific experts, and create thousands of jobs for host communities.

Directs certified copies of the resolution to be transmitted to the Governor, United States Secretary of Energy, and members of the National Laboratory Directors' Council.
