Request for Public Utilities Commission to conduct a feasibility study on establishing preferential electricity rates for residential properties located near renewable energy facilities.

Study should examine possible rate structures and determine an appropriate radius of residential properties in relation to a renewable energy facility.

Addresses concerns that residential communities near renewable energy facilities experience negative effects including excessive noise and health concerns without receiving direct benefits.

Recognizes Hawaii's commitment to achieving 100% renewable energy portfolio standard by 2045 under Act 97, Session Laws of Hawaii 2015.

Certified copy of resolution to be transmitted to the Chair of the Public Utilities Commission.
